I have noticed a network of link bidding websites using what I call “Bait & Switch PageRank” to lure advertisers in for nothing more than a false sense of good advertising choices.
What happens a lot, is people will buy high PageRank websites that have expired/dropped or that were for sale on forums etc.. They will but a high PR site, like a PR5 and switch the site over to a link bid site within minutes and start promoting it a a PR5 link bid site, in fact it is not, at least not for long.
This is not faking page rank exactly but I think it should be in the same category. Luring advertisers and their money based of of PageRank that will most likely not last and doing this knowing it will not last is nothing short of a SHAM (AKA: SCAM).
Now, buying a domain/website and keeping the domain/website you buy as it always has been, with the same content and purpose should keep the PageRank. But if you buy a PR 6 domain that was for a Boys and Girl Club in California and changing it to a link bid directory, you are only asking for a drop in PR and quickly.
A real link bid directory should be built from the ground, or from scratch and achieve it’s own PageRank. It may take time to do this but this is the way it should be done.
Here is an example of a link bid site that has a PageRank of 6 (as of today).
Here is who recently owned the domain before it dropped and was picked up by the current owner:

As you can see the link bid site is riding on old PageRank from the old websites efforts and I predict that this PR6 Link Bid Site will soon drop, drop, drop, in PageRank. So when you advertise on a link bid site do your research and make sure it started as a link bid site and the PageRank is because of the current website you can see, worked to get it.

Seems Google caught them in the act, and took care of the issue. They have absolutely no pagerank anymore now, not even 0 (zero). Just “N/A”.
